In AP mode, track the BSS non-DBE bandwidth and apply that to all non-DBE clients, then track OMP updates from the clients and enable/disable DBE accordingly. For now don't send a response, clients need to have a timer anyway (it's up to the driver to set the right timeout in UHR capabilities.)
